The administrative side of managing a parish ranges from property, finances and people. There are a range of documents to support parishes in carrying out the day to day operational functions of parish life.
This is the Act of Synod that governs how parishes can operate including areas such as the Annual General Meeting, pastoral and electoral rolls, eligibility for parish council, parish council structure and finance matters. This Act should be read in conjunction with the Parish Administration Handbook.

The Parish Administration Act 2010 (as amended) stipulates that certain financial records be retained, certain accounts be presented to the Parish, and that they be audited by an appropriate person. This policy explains what is required.

Electronic files and emails in their many forms are essential for the running of day to day activities and the functioning of the Diocese. Strong passwords are a vital and simple way of protecting electronic records. Current good practice suggests minimum standards for the complexity and age of passwords.
All building or property (capital) projects undertaken in the Diocese of Bendigo which are in excess of $5,000 and/or to be funded from monies held in Trust require the approval of the Diocesan Executive Committee (‘the Executive’).
Before you begin, please have the following documents ready to upload in either PDF (preferred), Word, or JPEG file types:
- Parish Council minute approving the proposal and which trust the funds are to be sourced (if applicable);
- Report outlining works to be done including summary and total costs;
- Quotes/invoices for the work; and
- Any other relevant documentation

This Report Template must be completed and submitted to the Registry before the last Monday of the month. The form is to be accompanied by all relevant documentation, including a Parish Council minute recommending the proposal (i.e. it must have Parish Council support).

Trust fund withdrawal applications of more than $5,000 (these must be accompanied by a completed Trust Fund Withdrawal Form)
A proposal to use trust funds in the short term, as part of a longer term “Parish Sustainability Plan”. (Parishes will have spoken to the Bishop, Archdeacon or General Manager/Registrar to arrive at this point).
Proposals to employ a person at the Parish (Parishes cannot employ people directly as they are not incorporated entities, all people must be employed via the Bendigo Anglican Diocesan Corporation)
All of the above require the approval of the Executive before being enacted.
